New business registrations in Finland rose to a record level between April and June 2025, according to Statistics Finland.

A total of 16,955 businesses were registered during the second quarter. The figure marks the highest quarterly total since record-keeping began in 2019. Compared to the same period in 2024, registrations increased by 20 percent.

The sharp rise was largely driven by a surge in registrations in the postal, delivery and courier sector. According to Statistics Finland's business demography data, this category saw the most significant increase.

"Nearly three times as many delivery and courier businesses were registered in April to June compared to the same period last year," Tommi Veistämö, Senior Statistician at Statistics Finland, said. "Compared to the same quarter in 2019, the increase was over thirtyfold."

Sectoral data is based on the description provided by the founder at the time of registration. Statistics Finland noted that it does not necessarily reflect the company’s actual business operations once active.

"It’s important to understand that registering a business primarily means acquiring a business ID. It does not guarantee that operations will ever begin," Veistämö added.

Of all newly registered businesses, 5,267 were limited liability companies and 11,580 were natural persons. The number of limited liability companies grew by 12 percent from the second quarter of 2024.

The delivery sector has seen a continued rise in activity since the pandemic period, driven by changes in consumer behaviour and demand for local logistics services. Statistics Finland did not provide a breakdown of active versus dormant companies.
