Late on Thursday night Finland's Parliament finally approved the much debated new Universities Act. All amendments proposed by the opposition were rejected.
The new act will allow Finnish universities greater opportunities to raise funds and also open up the possibility to charge term fees from foreign students coming from outside of Europe.
Another change is the merger of the Helsinki School of Economics, the University of Art and Design Helsinki and the Helsinki University of Technology into the new Aalto University. STT
