A Finnish education ministry working group proposed in its report on Friday that the Board of Film Classification should be terminated in its current form.
The working group sees government-approved private-sector agents setting ratings in the future.
The working group also proposed the creation of a new agency to spread awareness about audiovisual content.
Finnish regional daily Keskisuomalainen reported in January that the working group would propose axing the classification board.
