Suomen Autoturva, a Finnish company, said in a statement Monday it was selling insurance against traffic fines like speeding tickets.
The statement added the company wanted to "give motorists peace of mind to concentrate on driving and enjoy a smooth journey without keeping an eye on speed limits all the time".
The company's managing director refused to comment on the phone and did not give his name.
The justice ministry said the service was "ethically questionable".
