The Finnish Transport Workers' Union (AKT) issued a road transport strike notice on Friday following a breakdown in pay and conditions talks on Thursday.
A bus, coach and haulage strike is to begin on 21 February if talks fail to produce an agreement that the union finds satisfactory.
More than 10,000 drivers and other transport workers would go on strike.
The union said the refueling of aircraft at Helsinki-Vantaa airport would stop during the strike.
Timo Räty, the chairman of the AKT, said the union was prepared to start negotiations on a settlement at once.
Earlier this week, the AKT issued a nationwide stevedore strike notice.
The port strike was scheduled to begin on 19 February.
The sector's pay and conditions agreements expired on Sunday.
